Orange County Office
Jeff Hilger is an Associate based primarily out of the Orange County office of Lawrence, Beach, Allen & Choi, PC. Mr. Hilger’s area of practice with the firm focuses on defense of public entities, including law enforcement agencies, from pre-litigation through appeals.
Education and Other Experience
Mr. Hilger graduated magna cum laude from Georgetown University’s School of Foreign Service in 1992 with Certifications in African and Latin American Studies. After two years teaching with Teach For America, he completed his Juris Doctorate in 1998 at the University of California, Los Angeles, where he simultaneously earned a Master’s Degree in Urban Planning. During law school, he served as Managing Editor of the UCLA Law Review.
Following law school, Mr. Hilger served in the United States District Court for the Central District of California as a law clerk for the Honorable William J. Rea and then spent several years with a large firm in Century City where he practiced in both transactional and litigation matters, including work which led to a published decision from the United States Supreme Court regarding issues relating to prisons in California.
Mr. Hilger has served as founder and counsel in the creation of seven schools including two charter schools serving underserved low-income communities, two charter schools serving inmates in the Los Angeles County jail system, two Catholic STEM-focused educational institutions, and a creative-project school developed during the onset of COVID-19. During his years working with schools, he continued to practice in the areas of business law, education law, and governmental relations.
